In Colombia, decades of legal uncertainty and government overreach have left millions without secure land titles. When President Gustavo Petro’s Article 61 of the National Development Plan threatened to expand state powers to expropriate “underutilized” land, the Instituto de Ciencia Política Hernán Echavarría Olózaga (ICP) mounted a bold defense of property rights. Backed by Atlas Network, ICP combined research, public advocacy, and legal action to safeguard constitutional guarantees of private property. Their efforts secured concessions, won a Colombian Constitutional Court ruling, and ultimately protected rural landowners from unjust expropriation.
